Lorsqu\u2019il est correctement cultiv\u00e9 dans une organisation, il peut repr\u00e9senter la panac\u00e9e qui contribuera \u00e0 la stabilit\u00e9 et la croissance des OSC.<\/p>\n<p>Pourtant, il constitue souvent le maillon faible dans les OSC travaillant dans le Bassin du Congo. D\u2019apr\u00e8s l\u2019exp\u00e9rience de Well Grounded dans la r\u00e9gion, le leadership \u00ab\u00a0affecte tous les aspects d\u2019une organisation, et peut donc avoir une influence forte, qu\u2019elle soit positive ou n\u00e9gative, sur la capacit\u00e9 d\u2019une organisation \u00e0 atteindre l\u2019impact qu\u2019elle d\u00e9sire\u00a0\u00bb (S\u00e9rie de Discussions Well Grounded 2016, Num\u00e9ro 1- non publi\u00e9).<\/p>\n<p>Dans le cadre de notre travail intensif dans le Bassin du Congo depuis 2010, nous avons identifi\u00e9 quatre difficult\u00e9s principales concernant le leadership dans les OSC africaines. Celles-ci incluent :<\/p>\n<ol>\n<li><strong>Le leadership centralis\u00e9 :<\/strong>\u00a0Il s\u2019agit d\u2019un syst\u00e8me hi\u00e9rarchique de gouvernance interne avec une approche strictement descendante. Le pouvoir est souvent d\u00e9tenu par une ou quelques personnes. L\u2019information n\u2019est pas largement partag\u00e9e et la prise de d\u00e9cision n\u2019est pas participative. Certaines responsabilit\u00e9s et t\u00e2ches ne sont pas d\u00e9l\u00e9gu\u00e9es par manque de confiance dans les capacit\u00e9s des coll\u00e8gues, par peur de perdre le contr\u00f4le sur le r\u00e9sultat ou parce que d\u00e9tenir l\u2019information signifie d\u00e9tenir le pouvoir, et la possibilit\u00e9 de l\u2019exercer.<\/li>\n<li><strong>Leadership tourn\u00e9 vers l\u2019ext\u00e9rieur :\u00a0<\/strong>Dans cette situation, les leaders ont tendance \u00e0 mettre plus de priorit\u00e9 sur leur r\u00f4le externe au lieu de d\u00e9dier un temps et un effort suffisants \u00e0 la gestion de l\u2019organisation et \u00e0 sa croissance. Ces leaders ne fournissent pas un soutien adapt\u00e9 \u00e0 leur \u00e9quipe et ne s\u2019assurent pas que des syst\u00e8mes ad\u00e9quats soient mis en place pour assurer un bon fonctionnement de l\u2019organisation.<\/li>\n<li><strong>Le syndrome du fondateur :<\/strong>\u00a0Ceci concerne la long\u00e9vit\u00e9, et parfois la pr\u00e9sence permanente, de certains leaders. Cette situation conduit souvent \u00e0 l\u2019absence d\u2019une \u00e9mergence ou du mentorat d\u2019une nouvelle g\u00e9n\u00e9ration de leaders. L\u2019exp\u00e9rience de transition entre leaders est de ce fait limit\u00e9e. Ceci cr\u00e9e des barri\u00e8res au d\u00e9veloppement sain de l\u2019organisation.<\/li>\n<li><strong>La confusion entre leader et leadership :<\/strong>\u00a0Beaucoup de personnes ne comprennent pas vraiment que le fait d\u2019\u00eatre un \u00ab\u00a0leader\u00a0\u00bb implique d\u2019occuper une position dans une structure et de jouer un r\u00f4le de mobilisation alors que le \u00ab\u00a0leadership\u00a0\u00bb est un ensemble d\u2019attitudes, de qualit\u00e9s et de comp\u00e9tences que toute personne peut d\u00e9velopper.<\/li>\n<\/ol>\n<p>Une analyse pratique de difficult\u00e9s reli\u00e9es au leadership nous a montr\u00e9 qu\u2019il pourrait aussi exister des \u00ab\u00a0leaders autocentr\u00e9s\u00a0\u00bb \u00e0 la t\u00eate de certaines OSC dans la sous-r\u00e9gion. Ces types de leaders pourraient ne pas pr\u00e9senter les qualit\u00e9s de leadership n\u00e9cessaires pour mener des OSC. Ils pourraient pr\u00e9senter une ou plusieurs des caract\u00e9ristiques suivantes :<\/p>\n<ul>\n<li>Ils peuvent faire de l\u2019exc\u00e8s de z\u00e8le, \u00eatre excessivement impliqu\u00e9s et avoir tendance \u00e0 tout faire eux-m\u00eames. Ils sont donc d\u00e9pass\u00e9s par la quantit\u00e9 de travail dont ils se chargent.<\/li>\n<li>Ils tendent \u00e0 penser que le succ\u00e8s de l\u2019organisation d\u00e9pend uniquement de leurs efforts.<\/li>\n<li>Ils peuvent ne pas impliquer les membres de leur \u00e9quipe dans les processus de prise de d\u00e9cision et dans la distribution des t\u00e2ches parce qu\u2019ils ne reconnaissent pas ni n\u2019appr\u00e9cient la valeur ajout\u00e9e de leurs coll\u00e8gues.<\/li>\n<li>Ils ne montrent pas toujours leur confiance dans leurs \u00e9quipes et peuvent ne pas trouver important de construire la confiance de leurs coll\u00e8gues envers eux.<\/li>\n<\/ul>\n<p>Dans ce cas, les membres de l\u2019\u00e9quipe peuvent percevoir le leader comme un dictateur, qui contr\u00f4le totalement tout ce qui se passe dans l\u2019organisation. Ceci peut conduire \u00e0 une situation malsaine, dans laquelle les membres de l\u2019\u00e9quipe ne s\u2019impliquent pas totalement pour atteindre la vision et la mission de l\u2019organisation.<\/p>\n<p>Pour am\u00e9liorer cette situation, Well Grounded a cr\u00e9\u00e9 un\u00a0<a href=\"https:\/\/sites.google.com\/well-grounded.org\/atelier-leadership-2017\/accueil\">programme de d\u00e9veloppement du leadership<\/a>, avec le soutien de DFID. Celui-ci rassemble des leaders d\u2019OSC dans le Bassin du Congo pour apprendre \u00e0 conna\u00eetre les styles de leadership et les qualit\u00e9s de chacun, acqu\u00e9rir de nouvelles comp\u00e9tences en leadership et partager leurs succ\u00e8s et leurs difficult\u00e9s.<\/p>\n<p>En avril 2017, la seconde phase de\u00a0<a href=\"https:\/\/well-grounded.org\/fr\/developpement-du-leadership-dans-le-bassin-du-congo\">ce programme<\/a>\u00a0a rassembl\u00e9 21 participants venant d\u201911 OSC du Cameroun et de R\u00e9publique Centrafricaine. Pendant sept jours, les comp\u00e9tences en leadership des participants ont \u00e9t\u00e9 affut\u00e9es.<\/p>\n<p>Elias Djoh, coordinateur de\u00a0<a href=\"https:\/\/www.facebook.com\/profile.php?id=100014421379341&amp;ref=br_rs\">ROLD<\/a>, une organisation bas\u00e9e au Cameroun, s\u2019est montr\u00e9 tr\u00e8s satisfait. \u00a0\u00c0 la fin de la formation, il affirmait avoir fait l\u2019exp\u00e9rience d\u2019une \u00e9volution dans son temp\u00e9rament, qui auparavant menait souvent \u00e0 des \u00e9changes houleux avec ses coll\u00e8gues et partenaires. \u00ab\u00a0Dans le pass\u00e9, je n\u2019\u00e9tais pas \u00e0 l\u2019\u00e9coute et je voulais toujours faire entendre mon point de vue. Cette formation m\u2019a aid\u00e9 \u00e0 r\u00e9aliser qu\u2019en tant que leader, je dois \u00eatre plus \u00e0 l\u2019\u00e9coute. \u00bb<\/p>\n<p>Pour Julien Mathe, Coordinateur de GASHE, une OSC de la R\u00e9publique D\u00e9mocratique du Congo, qui a particip\u00e9 \u00e0 la formation en leadership offerte par Well Grounded en juin 2017 :<\/p>\n<p>\u00ab\u00a0La formation en leadership m\u2019a permis d\u2019approfondir ma connaissance de moi-m\u00eame. Gr\u00e2ce au concept d\u2019intelligence \u00e9motionnelle, j\u2019ai r\u00e9alis\u00e9 l\u2019importance d\u2019\u00e9couter de fa\u00e7on plus compl\u00e8te (\u00e9motions et actions) dans mes interactions avec mes coll\u00e8gues. J\u2019ai aussi mieux compris les mod\u00e8les mentaux qui fa\u00e7onnent sans que nous le sachions notre comportement et la mani\u00e8re dont nous travaillons. Cette connaissance me donne une nouvelle perception de la mani\u00e8re dont je travaille, d\u00e9l\u00e8gue et collabore.\u00a0\u00bb<\/p>\n<p>Le programme de d\u00e9veloppement du leadership contribue \u00e0 former de meilleurs leaders pour les OSC. Les participants acqui\u00e8rent une meilleure connaissance de leur style de leadership et de l\u2019impact de celui-ci sur leurs organisations. La plupart font maintenant d\u2019\u00e9normes efforts pour mettre en application les le\u00e7ons apprises pour devenir de meilleurs leaders.
